Where they got fish steam wallet balance?

Hi, sorry i speak english... bad english.
so, someone had offered me steam wallet balance with rate 0,3...
he told me that he got steam wallet from selling fish items.

My question, why dont he direct sell his items to their buyer? why he need make his items become wallet first?

 

Maybe becuse they item was on trade bad or shit, and he had no way, just sell it and make a steam wallet
Or there was trade ban, or idc but some that like shit

 

we almost got fish items from phising, scamm and hijacking right? and this forum place to sell anything... i mean u can sell anything here for fast, just give best rate to them.
what about trade ban? if you got trade ban u will get market ban also... 7 days trade ban, permanent ban thats all.
